
The Dominion of Loutopia is the first nation in Popomundo to divorce itself from British rule, predating Scotland in this achievement by nearly a full Popomundo year.
Loutopia became a self-governing dominion on day fifty of year twenty-three, having existed previously as Louis Radywonik's flat above a shop in London. After much frustration with what he perceived as the sitting English government's inadequacy in most areas of governance - most notably economically - and the absence of a worthwhile opposition, Mr. Radywonik declared his property to be a sovereign nation, naming himself as its monarch.
Loutopia is the world's smallest nation state, both in terms of population (Louis Radywonik is, thus far, its only resident), and land mass, as its borders are restricted to a small piece of property in the middle of downtown London. Loutopia is also unique in that its terrain is entirely urban. The climate is temperate.
As it is a fairly young nation, Loutopia's population is still very small. In fact, its only resident is Louis Radywonik, who is also the nation's king. The median age is 28, and 100% of the population is between 15 and 64. Loutopia is yet to have anyone be born or die in it, so there are no available birth or death rate figures. Population growth is severely hampered by the fact that 100% of Loutopia's population is male.
A citizen of Loutopia is a Loutopian, and the adjective form of the nationality is Louish. The official language is Louish, which is remarkably similar to English in nearly every way. Chavspeak is punishable by death in Loutopia. The literacy rate is the highest in the world, at 100%, despite the Louish government's unusually strict definition of literacy, which requires residents of any age to not only be able to read and write, but to be able to intelligently debate the finer points of copyright legislation.
The official passtime of Loutopia is criticising football referees. The traditional music of the Louish people is blues. King Louis has made assurances that a unique national anthem will eventually be composed, but refuses to offer an estimated time of completion. The interim national anthem is Wang Chung's cheerful ode to good times, “Everybody Have Fun Tonight.”
Loutopia has a state-sponsored religion: Loudaism. 100% of the population actively practises in the Louish faith, and membership in the church is compulsory.
The Louish government is an absolute monarchy, with King Louis I serving as both chief of state and head of government. There are no elections. The legal system has its roots in the Divine Right of Kings. There is no constitution.
Loutopia has no administrative divisions, as the entire nation is administered directly by the crown, which also serves as all of the executive, legislative, and judicial branches of the government. Since there are no elections, there are no political parties.
Loutopia was founded on day fifty of year twenty-three, but its sovereignty is yet to be recognised by any government other than Loutopia's own. The period between the anniversary of Loutopia's founding and King Louis I's birthday on day seven is celebrated as Radywonikkah. The festival is traditionally marked by excessive inebriation on its first and last days. Radywonikkah is also considered the holiest period of the year in Loudaism.
The flag is a field of primarily red and black plaid - an hommage to King Louis's lumberjack background. The Dominion has adopted Non habemus regem nisi Louis! as its official motto.
The official currency of Loutopia is the Lou, which is equal in value to the British pound. The Louish treasury, administered by the well-funded Ministry of Commerce, enjoys a healthy surplus. The entire population is well-above the poverty line, and income taxes do not exist, though the English government imposes heavy tariffs on labour - the vast majority of which is provided by British subjects - in an attempt to maintain economic superiority.
Loutopia is entrenched in the search for international recognition. No currently sitting world government maintains any diplomatic ties, despite Louish attempts to establish them.
Many view Louis Radywonik as a megalomaniacal dictator with severe delusions of grandeur. His detractors consider his monarchy to be a potentially dangerous cult, and pejoratively refer to its followers as “Lounies.” The Louish government has not helped matters much by passing legislation to officially recognise Loutopia's detractors as having “delusions of adequacy.”
