SWAT Officers get into action, when the Chief of Police orders a SWAT operation. This is done to catch criminals, that are wanted in town and hide out in an apartment. Being in town for a significant time is useful therefore.
During SWAT operations the SWAT officers can (and most likely will) get hurt.
There is are achievements for successful SWAT operations.
