Special Agents are used by the city to arrest wanted criminals that are out of town. In order for a special agent to arrest a criminal, the following must be taken into consideration:
1. A warrant must be issued for the criminal in the agent's city of employment. Like always, these warrants are handed out by the Police Department.
2. The agent can't arrest anyone in the city where he's employed. That job belongs to the regular police.
3. The city in which the criminal is hiding must allow special agents from the agent's city to operate on its streets. This is decided by the Mayor.
4. The agent must be wearing a cool Black Suit, picked up from the Court House where he's employed. When you quit working as a special agent, you get to keep the black suit.
5. Only VIP players can work as Special Agents.
