For a long time, all cities in Popomundo were ruled by Melvin Stjärnblom (until the next Popogeddon, as he claimed). He was overthrown and killed by the mob at the London Incitings in Popoyear 21. This was the beginning of democracy and Popoyear 22 saw the first elected mayors.
Mayoral election are every 4 popoyears or after the mayor resigns. Every citizen of a city can stand up as candidate, provided they meet the following requirements:
If no candidate wins 50% of the votes, the two candidates with the most votes move into a second election round. If there are two (or more) candidates with an equal amount of votes, the older candidate will win.
The mayor may appoint a Treasurer and the Deputy Chief of Police. The latter will become Chief of Police as soon as the previous CoP's term is over. The Treasurer can be replaced at any time, if there are competent candidates available.
On the other hand, once they are appointed, the mayor cannot oust the DCoP or the CoP off office, to prevent conflict of interests.
