Most firemen, who are in town are called to distinguish a fire, when a fellow fireman pushes the button in the Fire Station. After the fire has been put out, the firemen will return to the locale they've been before.
It's often required to stay in town for a significant time, since firemen aren't of much use, if they go abroad.
There are achievements for putting out fires.
