The Moskva is the company which maintains the city-owned locales. The company is city-owned and there are no shares for it available. This company is operated by the treasurer of a city, in this case it's from Moscow. The treasurer is appointed by the mayor of the city, in this case it's Afanasy Volkov. The current treasurer is Edward Gerrits.

The Moskva has as goal to help the people of Moscow and the business owners in Moscow as good as possible. You can ask the treasurer everything and he'll answer.
